The Joralemon Street Tunnel during construction: Engineers originally wanted to build the tunnel in the open and float it into place, but the War Department, which required the water above the top of the tunnel to be 45 deep feet at low tide, and the great volume of river traffic, put an end to that idea. The tunneling work was instead done by means of shields and compressed air.
